Public sector valuations team appointed to five portfolios worth more than £1bn

05/11/2026

News

BTG Eddisons’ public sector valuations team, led by Chris Soar, has been appointed to value five public sector portfolios for the 2026/27 financial reporting year. Together, they cover around 285 assets with a combined estimated value of more than £1bn.

The clients are a regional co-operative, two NHS bodies, a district council and a police force, and run from one-year sample valuations to five-year agreements. All five were won through competition: one open tender and four via the Government Commercial Agency (GCA) framework.

The five portfolios

  • East of England Co-op – five-year contract to value its investment estate. Around 110 assets a year, estimated at c. £30m, mostly high street shops and flats.
  • NHS Greater Glasgow and Clyde – one-year contract to value a sample of 30 assets from its operational estate. The estate is estimated at more than £800m and is mostly health centres, plus several hospitals.
  • Wyre Council – three-year contract covering around 130 operational and investment assets a year, estimated at c. £70m.
  • Northern Lincolnshire and Goole NHS Foundation Trust – one-year sample valuation of three hospitals and two health centres, estimated at £250m.
  • Cambridgeshire Constabulary – five-year contract to value around ten assets a year, mainly police stations, estimated at more than £25m.

How the work was won

Public sector valuation work is rarely handed out informally, and these instructions show the main routes in. East of England Co-op ran a competitive tender, sent to several suppliers and scored on quality and price. NHS Greater Glasgow and Clyde sent its requirements to suppliers on the GCA framework and invited bids.

What comes next

The first reporting valuations will be delivered over the coming months. Under the longer contracts, the team will revalue the same estates each year until 2030/31, giving us a view into how these portfolios change over time.
