Pivotal to our service lines is preparing Transport Statements (TS) to consider the development in transport and highways terms in order to provide the necessary reassurance that proposals can be accommodated by the local transport network.
The scope of a Transport Statement conforms to the guidance provided in the Ministry of Housing, Communities and Local Government (MHCLG) Planning Practice Guidance ‘Transport Evidence Bases in Plan Making’, and it covers the following essential bases for all clients:
- Reducing the need to travel, especially by car – ensuring at the outset that thought is given to reducing the need to travel; consider the types of uses (or mix of uses) and the scale of development in order to promote multipurpose or linked trips
- Sustainable accessibility – promote accessibility by all modes of travel, in particular public transport, cycling and walking; assess the likely travel behaviour or travel pattern to and from the proposed site; and develop appropriate measures to influence travel behaviour
- Dealing with residual trips – provide accurate quantitative and qualitative analyses of the predicted impacts of residual trips from the proposed development and ensure that suitable measures are proposed to manage these impacts
- Mitigation measures – ensure as much as possible that the proposed mitigation measures avoid unnecessary physical improvements to highways and promote innovative and sustainable transport solutions.

Where off-site public highway junction improvements have been identified during planning, Eddisons can thereafter administer the Section 278 detailed design and in so doing provide a seamless transition from planning through to construction. Eddisons have vast experience in dealing with public highway improvement schemes and over the years have built up effective working relationships with local authorities throughout the UK. Our design experience covers many different types of junction, access and pedestrian improvements including roundabouts, traffic calming, pedestrian facilities, signalised junctions, pedestrian crossing installations, priority junctions, mini-roundabouts and cycleways. Eddisons offers a comprehensive range of detailed design services utilising the latest software design tools in the highway design process including PDS, MX, Windes, Civil 3D, PDS Sign and Autotrack. Our detailed design services include 3D setting out, drainage design, signage design, road markings, construction material specification, preparation of construction drawings, cost advice, project management and preparation of as built drawings.
