How spanning four public sector frameworks helps clients

BTG Eddisons has retained its position and expanded its remit across four public sector frameworks, giving the practice continued access to direct-award routes for property and estates work across government and the wider public sector.

The frameworks cover a broad span of public sector clients, from central government estates to local authorities and housing bodies, allowing appointed suppliers to be awarded contracts without going through a full competitive tender each time. But when one looks more deeply at the scope of these frameworks, these renewals matter well beyond the paperwork involved.

The frameworks

BTG Eddisons has been reappointed, or has expanded its lot coverage, on the following:

• Government Commercial Agency (formerly Crown Commercial Service), RM6343 – Estates Management Services - this replaces the previous RM6168 agreement and spans total estate management, agency and lease management, surveying and strategic advice, valuations and compulsory purchase, and PFI-related technical, surveying and financial advice.
• ESPO 2664_26 – Property, Building and Infrastructure Advice and Management Services - covers project management across single-stage, two-stage and traditional build routes.
• ESPO 2700_26 – Estates Management Professional Services - spans fixed asset and general valuation, commercial agency, lease management, property and estate management, strategic asset management, and planning consultancy.
• Homes England - Property, Financial and Development Services Framework - covers property professional and technical services alongside development monitoring.

The power of 'direct award'

A framework placement is not, on its own, a guarantee of work. What it does is remove the need for a fresh procurement exercise every time a public body wants to appoint a surveyor, meaning existing and prospective clients who already want to work with BTG Eddisons can do so without running a tender, whilst the body itself stays compliant with public procurement rules.

On the GCA framework specifically, this runs through a rotation system in which the twelve highest-ranked suppliers on a given lot are each allocated a month in the year when they can receive direct awards worth up to £100,000.

What this means for clients

For clients already navigating tight budgets and stretched estates teams, a direct route to an appointed adviser is often the difference between a project starting this quarter or drifting into the next one.
