Care Sector

Care providers require specialist valuation advice from professionals who know their business. We have the requisite knowledge and experience of this market sector, including care home operators and those running more specialist services. These include dementia care, learning disabilities and assisted living accommodation. We have experience of valuing a variety of homes and care businesses including those operating with local authority service agreements and private funding.

Charities Act Valuations

Charities are required to obtain valuation advice in accordance with the Charities Act, 1993 which consolidates a number of previous statutes.

Chartered Surveyors are required to provide Charities with appropriate advice where:

  • The charity is contemplating disposing of an asset
  • The charity is contemplating acquisition of an asset
  • The charity is contemplating entering into leases or other agreements which will have a material effect upon the market value of the property.

Where Charities are considering disposal of land or property they need to consider the Charities ‘Qualified Surveyors Reports’ Regulations, 1992 and the Charities Commission Guidance Note ‘CC28 – disposing of charity land’.

The Commission require the charity to consider the following before proceeding with a disposal. For example:

  • Do the Trustees have a power to dispose of the land?
  • Would the disposal be in the best interests of the charity?
  • Do the Trustees own the title to the land?
  • Is there anything in the governing document that prohibits the disposal?
  • Does the Charity need authority from the Commission or the Court?

We provide a comprehensive range of services extending from initial ideas and feasibility studies, statutory approvals through to completion of building works on site. Using contemporary CAD technology our Architects’ Studio (at our Head Office in Fareham, Hampshire) is dedicated to providing a fast and efficient architectural design service. Company Accounts Valuation

Companies are often required to provide independent valuations for company account purposes. Unlike other company assets, which are often written down over a given number of years in the balance sheet, land and buildings are required to be valued to current market value.

There are a number of specialist properties which are not readily disposed of in the market where it is necessary to value the buildings by reference to the cost of constructing a replacement building (DCR basis). Examples include chemical works, refineries, etc).

Periodic valuations may be required to be updated at regular intervals to include property holdings in a company’s balance sheet. Even where companies employ their own in-house property manager, it is common for at least a proportion of the company’s property holding to be valued externally by an independent Valuer to obtain an impartial valuation of the property.

Where there is a change in Directors or Shareholding, the company may require an updated valuation of the company’s assets to include a market value of the property holdings. Similarly where a director or shareholder retires, the assets may need to be divided between the remaining directors or shareholders.

Andrew Forbes regularly provides companies with independent assessments of the market value of their properties, on annual, triennial or a one-off requirement.

Andrew Forbes have Registered Valuers with the relevant experience and expertise to provide companies with a high quality of report and individual advice on a range of properties, including retail, business space (offices, industrial and warehouse/distribution space), trade-related (including pubs, clubs, hotels, convenience stores & post offices), investment (commercial, buy-to-let or mixed portfolios) and development appraisals, from £50,000 to £5 million throughout South Wales and the West of England.


Within the last year of a commercial tenancy, preparing a Schedule of Dilapidations and Wants of Repair will provide landlords and tenants with invaluable advice on:

  • the likely impact on re-letting/sale
  • recommendations for resolution

Andrew Forbes work is carried out in accordance with the Dilapidations Pre-Action Protocol which has been adopted by the Courts since January 2012 and is enshrined in the RICS Dilapidations Guidance Note.

Our Chartered Building Surveyors work in conjunction with our Chartered Valuation Surveyors when considering whether it is relevant to merely ‘cost the relevant outstanding building works’ or mitigate a claim by reference to ‘diminution in value’.

Education Sector

Schools and Colleges are required to obtain independent valuation advice for a number of purposes, to include loan security, change of ownership, Academy status, Charities Act, business valuation or reinstatement cost appraisal (for insurance purposes).

As a firm of specialist Chartered Valuation Surveyors, Andrew Forbes are well equipped to provide independent valuations for a number of purposes including if:

  • The school is contemplating disposing of an asset
  • The school is contemplating acquisition of an asset
  • The school is contemplating Academy School status
  • The school is contemplating entering into leases or other agreements which will have a material effect upon the market value or market rent of the property
  • The school requires an independent check on their current reinstatement cost

By way of example, where schools are considering applying for Academy status they will need to consider the Government guidelines.  These are highlighted in a useful Department of Education web page: 

The school auditors will require as part of this process an independent valuation of the school land and buildings.  This is commonly carried out on a Depreciated Replacement Cost (DRC) basis.  Care must be exercised as to whether the land is to be included with the buildings, particularly where there are inter-related agreements between the church and the local education authority.

Andrew Forbes, Chartered Valuation Surveyors has a number of experienced Valuers who are all regulated by the Royal Institution of Chartered Surveyors (RICS).  They have the knowledge and expertise to assist schools and their professional advisers when a valuation is required.  We are also used to working with other professionals, including Quantity Surveyors, Architects and Building Surveyors who may also be involved with building projects and maintenance schedules.

Landlord and Tenant

Loan Security Valuations

To offer their customers better lending rates, lenders often propose a secured loan with a legal charge on business premises.  Where these are not owned, but leased, the lender may be prepared to take a legal charge over other assets, such as the borrower’s main residence or alternative property investments.

Lenders require their Valuers to provide them with impartial advice on the true value of a property to ascertain the maximum level of secured borrowing commitment.  Valuers must have knowledge of the market, the demand and supply of units within the area and a sound knowledge of the legal and planning background to a lending opportunity.

Lending reports are required to adhere to the RICS Valuation Standards (‘Red Book’) which provide a framework within which Valuers are able to provide Lenders with a clear background to a property.  All Valuers must be Chartered Surveyors and be included on the RICS Valuation Panel.

Matrimonial / Family Law

When a family relationship breaks down the most significant financial asset tends to be the matrimonial home.  The parties may have also invested in property, whether directly or through a personal pension plan (e.g. SIPP).

Probate Valuation

The death of a family member is a very emotional and stressful experience.  After handling all the immediate family affairs, the Executors will need to assess the value of the Estate to make an application for probate.

A valuation of the assets owned (or jointly owned) will need to be made at the time of the owner’s death.
