BTG Eddisons has been appointed to the Homes England Property, Financial and Development Services Framework 2026–2030, securing places across both Lot 1, Property Professional and Technical Services, and Lot 3, Development Monitoring Services.
The framework sits behind the government's target of 1.5 million new homes this Parliament, giving Homes England, the National Housing Bank and other public sector bodies a route to the expertise needed to unlock sites and support housing delivery at scale. By being awarded Lot 1, covering professional and technical services, and Lot 3, covering development monitoring, we are well placed to advise across the development lifecycle.
The lots in detail
Lot 1 spans market analysis, strategic development advice, planning, asset management, procurement advice, valuations and agency work – work that BTG Eddisons has built its name on. It allows our public sector team to manage and advise clients from initial option appraisal through to acquisition, management and disposal.
Lot 3 is narrower and more technical: project and cost monitoring, and compliance advice, across residential and mixed-use sites. Acting on behalf of Homes England and the National Housing Bank, the firm's RICS-regulated surveyors and compliance inspectors will assess whether schemes are progressing in accordance with approved plans, budgets and funding agreements, covering everything from cash flow forecasts to statutory approvals.
What the pair can unlock
Lot 1 and Lot 3 allow our service lines to dovetail seamlessly. Lot 1 shapes a scheme's viability, and Lot 3 provides the independent assurance that holds it accountable once construction is in progress. Public sector clients typically procure these functions separately, so having the opportunity to cover both removes a coordination problem that often falls to the client to manage.
Looking to the problem at hand
Development monitoring has become more prominent as funders look for earlier warning of delivery risk, rather than assurance only at the point of drawdown.
