Heat decarbonisation planning and energy audits for Torbay Council

Project

Torbay Council appointed BTG Eddisons to produce heat decarbonisation plans (HDPs) and energy audits across 12 public sector buildings in the South West of England. The work formed part of the council's broader commitment to reducing carbon emissions across its estate and establishing a clear pathway to net zero.

With energy costs under sustained pressure and decarbonisation targets becoming increasingly urgent for local authorities, Torbay needed a detailed, evidence-based understanding of how its buildings were performing, and what needed to change.

Approach

Our sustainability team, led by Nazar Soofi, delivered a comprehensive programme of HDPs and energy audits across all 12 sites.

Each plan examined the existing energy usage of the building and assessed the performance of its fabric. By calculating peak heat demand and identifying sources of heat loss, we were able to map out a practical route to reducing overall energy consumption and transitioning away from carbon-intensive heating systems.

The energy audits went further, providing a full assessment of each building's energy use through analysis of consumption data and on-site inspections of building fabric and systems. For each site, we evaluated the feasibility of measures including solar PV, LED lighting upgrades, heating system improvements, and control optimisation.

Every audit set out a prioritised list of energy-saving actions, complete with estimated costs, payback periods, and projected carbon savings, giving the council a clear, actionable decarbonisation strategy for each building.

Results

The completed HDPs and energy audits gave Torbay Council a detailed, site-by-site picture of energy performance across its estate. Armed with clear data, cost estimates, and carbon reduction projections, the council is now well positioned to prioritise investment, pursue funding opportunities, and make measurable progress towards its net zero goals.
